Question: "Should I do anything or not?"

A person wrote the  following to Attorney Kenneth M. Phillips about getting bitten:

Mr. Phillips,

I need your opinion on a matter that happened recently on a daily walk with my leashed dog. We have a routine route which takes us by a house that has a fenced yard, but a portion of the wooden fence has been down for a few months. The lady that lives there did have four dogs and I guess the small ones were getting out on the street so she was down to one older, rather large dog
